GOVERNMENT HOUSE,

HONGKONG, 5th. December, 1912.

Referring to your Confidential Despatch of uth. November, I have the honour to inform you that I have provisionally and subject to His Majesty's pleasure appointed Mr. E. R. Hallifax to be an Official Member of the Executive and Legislative Councils.

Mr. Hallifax acted as a member of the former

body during the leave of absence of Dr. J. M. Atkinson and as a member of the latter body during Kr. Brewin's leave. He is the senior Cadet Officer not on the Executive Council with the except- -ion of Mr. F. J. Badeley, Captain Superintendent of Police, and I am of opinion that the post is one of which it is more advantage- -ous to have the holder in the Council.

In accordance with No. 184 of the Regulations

for His Majesty's Colonial Service I enclose lists of the members of the Executive and Legislative Councils specifying the dates of their appointments and distinguishing those who are absent on leave and those whose appointments are provisional.
